Whenever a person is going to sell his or her vehicle to another person who is under the jurisdiction of another registering authority then the owner of the vehicle needs to get a no objection certificate from the present registering authority of his jurisdiction. RTO form 28 consists of 3 parts, part 1 has to be filled by the vehicle owner and part 2 has to be filled by the financer if the vehicle is under finance. Part 3 has to be filled by the present registering authority from whom we need no objection certificate.

RTO Form 28 Sample Filled:
On part 1 of the RTO form 28, we need to fill details like name of the owner, address of the owner, present registered authority details, vehicle registration number, tax payment details and class of the vehicle. If the vehicle is in any case then we need to mention those details otherwise just leave those fields blank. If the vehicle is in finance then financier has to fill the part 2 and part 3 will be filled by registering authority.
