RTO Form 29 is also known as the notice of transfer of ownership of a motor vehicle. This form has to be submitted to the registering authority of transferee i.e RTO of the transferee (person to whom the vehicle is selling). On RTO form 29 we need to mention details like vehicle registration number, vehicle owner details and details of the person to whom we are transferring our vehicle and financier details.

This form required signature of financier and owner of the motor vehicle, when there is no finance pending then there is no need for financier signature. But the owner of the motor vehicle should submit vehicle RC copy which doesn’t consist any hypothecation. I have procured a Vehicle and it was under loan. To transferring ownership do Financier sign & stamp is required on Form 29, 30 & 35 or Bank NOC will be work. Please guide onto the same.

Is it the Permanent Address of transferee(mentioned on Adhaar or Voter card) or Is it the current residing address and the state to which Vehicle belong?

I have purchased a bike when I was posted in a city of Uttarakhand and it was registered in the nearby RTO office, but my job has been transferred to a city of Odisha. I handed over my bike to someone (who is residing in that city) known to me but the transfer of the bike is not yet done. Now, I want to transfer the bike to that known person. It is quite difficult for me to travel again to Uttarakhand for submitting all the required documents and forms in the registering authority. Can I initiate the same process from my current location?
